OSHA 1910.179: What Crane Inspection Programs Actually Need
OSHA 1910.179 governs overhead and gantry cranes in general industry. It requires two categories of inspection: frequent and periodic. The regulation does not spell out every detail, which is where plants get into trouble. Vague doesn't mean optional.
Frequent Inspections
Frequent inspections happen daily to monthly, depending on how often the crane runs. For cranes in regular service, that means a visual check at the start of every shift. The operator walks through:
- All control mechanisms for maladjustment or interference
- Deterioration or leaking in air or hydraulic systems
- Hooks for deformation, cracks, or increased throat opening
- Wire rope reeving for compliance with the manufacturer's recommendations
- All functional operating mechanisms for excessive wear
- Structural members for deformation, cracks, or corrosion
- All bolts, rivets, and fasteners for looseness
- Sheaves and drums for wear, cracks, or rope path damage
- Brake system components under load test conditions
- Wire rope for wear criteria: broken wires per strand, diameter reduction, kinking, bird-caging
- Hook throat opening measured against the original dimension — any increase indicates deformation
- Rails and runway for alignment, wear, and fastener condition
Limit switches deserve particular attention. The upper limit, lower limit, and all travel limits — each one, every shift. An inoperative upper limit switch is the single most common crane-related citation in OSHA inspection data.
Periodic Inspections
Periodic inspections are comprehensive. For cranes running daily, OSHA expects a full annual inspection by a qualified person. That person examines:
What Inspectors Actually Look At
The pattern from plants that have been through OSHA visits is consistent. Inspectors focus on three things.
First, documentation. They ask for inspection records. Without them, the conversation is over. The regulation does not explicitly require written records for frequent inspections, but the burden of proof falls on the employer. Verbal assurance doesn't constitute proof.
Second, wire rope. It's the most visible and most measurable failure point. They count broken wires, measure rope diameter with calipers, and look for kinking or crushing.
Third, limit switches. They may ask the operator to demonstrate the upper limit switch under no-load conditions. If it doesn't function, that's a serious violation — $16,550.
What Tends to Work
The plants with clean inspection histories tend to use the simplest possible system: laminated checklists attached to each crane. Operator signs off at shift start. Completed cards go into a dated binder. When the inspector asks, the binder gets handed over. The cost is essentially zero. The most common citation category disappears.
For periodic inspections, a qualified third-party inspector who provides a written report with findings, photos, and recommended corrective actions creates a defensible paper trail. Those reports are worth keeping indefinitely.
